Lowcountry Rapid Transit Reaches Major Milestone

The Lowcountry Rapid Transit (LCRT) project has reached 100% design, marking a major milestone that brings the region one step closer to construction. This phase also provides an opportunity to learn more about the project and view updated previews of what LCRT stations will look like along the corridor. The LCRT Virtual on-demand meeting is now live, offering information on the 100% design milestone, future job and career opportunities and construction planning and preparation. The virtual meeting is available 24/7, now through May 27.

The project continues to prioritize stakeholder engagement, seeking firsthand feedback from riders, the business community and the broader region. Throughout May, there will be additional opportunities to provide input through neighborhood planning workshops. These sessions will serve as an important forum for gathering feedback and are designed for community members and local business input.

SC Housing Tax Credit Qualified Allocation Plan Accepting Feedback

The Qualified Allocation Plan (QAP), administered in South Carolina by the South Carolina State Housing Finance and Development Authority, is the framework that determines how Low-Income Housing Tax Credits are competitively awarded, translating federal rules from the Internal Revenue Service into a state-specific scoring system.

Developers must first meet strict threshold requirements and then compete based on criteria such as location, cost efficiency, amenities and policy priorities (e.g., rural housing or special populations). Its importance lies in the fact that it effectively determines which affordable housing projects are built. Even well-designed developments, especially higher-cost transit-oriented projects, will not move forward unless they are structured to score competitively under the QAP, making it a critical driver of both feasibility and development strategy. Stakeholders are strongly encouraged to engage in shaping this process.

SC Housing is currently accepting public comments for the 2026 QAP through May 15, 2026. A draft of the 2027 QAP will be released on June 12 and will be reviewed at the annual Housing Tax Credit QAP Workshop this summer. Submitting feedback by the deadline is an important opportunity to influence future funding priorities and scoring criteria.
